A new proposal has been submitted to the city that would expand the Tomahawk Bay Marina on Hayden Island to officially include floating homes. The applicant, Columbia Crossings, LLC, a major marina operator in the area, is seeking a land use review to modify a previously approved plan that was limited to boat houses.

The project, detailed in a Type II land use notice, also includes replacing an existing gravel boat ramp with a new concrete ramp and an attached floating dock. According to the proposal, the new dock orientation is designed to be more efficient than a 2023 plan, reducing the overall number of in-water piles and the total square footage of overwater structures. These changes are intended to accommodate the new floating homes and their required utilities.

Environmental Review Required: Because the project site is located within an Environmental Conservation zone along the Columbia River, it requires a formal Environmental Review. The notice states that aspects of the development, including the new boat ramp and utility connections for the homes, are within 50 feet of the river's top bank and will exceed standard disturbance area limits, triggering the city's review process.

The city is now accepting public comments on the proposal. As a Type II review, the decision will be made administratively by Portland Permitting & Development staff, with an option to appeal the decision to a Hearings Officer.
